Please clarify what you are saying. Are you saying that the starter is not actually turning the engine or that it's cranking and not starting?

Then that would mean the flywheel is broken because it is bolted directly to the crankshaft.

How do you determine engine is not turning? Is crank pulley on other end of engine moving?
