headlights pulsate when driving at night and dash lights pulsate during day time driving

how rapid is the pulsation? have you had alternator tested? have you checked voltage at battery while car is running to see if it has any fluctuations?

it goes from dim to normal about every second, alternator shows no problems or defects, have not checked voltage but battery is good.
