Starter not working?

The car has been sitting for a while due to the fact the Heat hasn't been working. I haven't had any major issues with the car but I went to start it and the light cluster across dash started flashing and just clicking then nothing. I had battery charged and it has 11.56 amps. I've been told battery is good or at least should turn car over. I located the starter which is in rear of motor towards the passenger compartment. I dropped the debris shield and I can clearly see starter but there is a cross member directly underneath it. Cross member has two (2) bolts on passenger side but welded on drivers side. If that can be moved I could get to starter. I'm looking for some direction on removing the starter so I can test it. Car has plenty of fresh gas in it.

The generic spec for full charge is around 12.6 volts. I'd check the voltage circuits at the starter before pulling anything. One circuit is battery voltage, hot all the time. The other circuit, purple wire, starter solenoid s terminal. Should go hot with key in the crank position. Your security system can kill the starter.

My info for starter removal is pretty basic, doesn't say anything about cross-member being in the way? I can't tell much about removal without being able to look at it.

11.56 volts is low try another battery or get new one
