Brakes locking up

Brakes are locking up on right front, replaced the brake caliper now I cant get any fluid out of the right front and left rear. Do I have a bad master cylinder?Cant find a proportioning valve and disconnect the fuse to the antilock brakes. Same issue. What the problem?

I have 99 and experienced the same thing, while changing a wheel bearing I noticed my caliper was not retracting on the passenger side. The inside pad was toasted the rest of the front pads were ok. Changed caliper and rotors, tried bleeding them and now nothing.
