There shouldn't be voltage to the fuel pump unless the engine is rotating. That's a safety feature to prevent a fire hazard if a fuel line gets ruptured in a crash.

Have you checked for spark?

Fuel pump problems account for perhaps five percent of no-starts. Ignition system problems account for even less. The biggest cause of no-starts is a loss of both systems but a lot of people get stuck on the first thing they find missing. When you lose spark, fuel pump, and fuel injectors, it's generally due to a failed crankshaft position sensor or camshaft position sensor. Most of the time there will be a related diagnostic fault code to indicate which circuit has failed, (not necessarily which sensor has failed), but you can only read those codes yourself on Chrysler products. For all other brands you need a scanner or code reader.
