We changed the fuel pump, filter checked lines. No pressure at the fuel regulator, wondering how to change fuel regulator. Or what else could be making the car not start

You need to check the fuel pressure at the threaded nipple at the fuel line to the injector rail with a fuel pressure gauge. Is that where and how you checked it?

Yes we have checked the pressure it was 0, we have a stream but no pressure. Could it be the fuel Regular, if so how do you change it

Have you checked for power and ground to fuel pump itself while cranking the engine?
