Steering column tranny gearshifter

1996 olds cutlass ciera. I can start car but cannot shift tranny in gear. Sometimes if I turn steering wheel back and forthit will free other times I shut down moter and restart and it is ok. What is in column doing this?

You need to have the brake applied to put in gear. But you may have a problem with the btis, that holds the trans in park until the brake is applied. The btsi is in the console if you have one. You may have aproblem in the coloumn or your ignition switch.

I have since found it only does this when very cold. And if it does, if I put in neutral and start ok. Stepping on brake very hard does not help.
