My fan belt keeps snapping, why? It also makes a very loud screching noise!

Everytime we start the car it makes a very loud screeching noise and one of the wheels the fan belt is connected to doesnt spin but does try to! Then it smells like burnt rubber and it snaps, could you please tell me why? Thank you

Which ever pulley isn't spinning, is causing the belt to break. The smell is the belt burning on that pulley. Whatever the pulley is attached to has locked up causing the problem and needs replaced.

It could deal with coolant if it is the waterpump. I need to see which part isn't turning. Can you upload a pic for me to see?
