Why is there no power to the instrument panel or starter?

Car was driving fine in a rain storm, hit a small puddle of water, car died, headlights work interior lights work, no power on instrument panel or starter, I have checked all fuses ( in trunk, both left and
Right rear seat boxes, both under hood ) battery good, cable at starter good. Link on positive cable on battery good, I will donate a reasonable amount if you can help me.

Does the power relay in trunk fuse box have any voltage at the terminals?
At ignition switch, do you have any voltage at the White/Brown wire? If voltage is available, does grounding it turn the meter cluster indictor lights on?

At the ignition switch there is no power on any of the wires unless you unplug the switch and then you get power at white/Brown wire, grounding the wire makes a relay noise in trunk but no instruments light up. As well as when it's plugged in and grounding the white/Brown wire. Give me help I will donate a fair amount to you. You have my word on it.

When ignition is turned to RUN, do yu have battery voltage at the White/Orange wire? This wire goes to the INERTIA switch at right "A" post, behid tight kick panel. Ensure the switch is turned on and the White/Yellow wire has battery voltage.
The Body Prosessor requires input from the check engine to enable engine cranking.
