Why is my Honda stuttering and not going over 20 mph

I just got my honda and thought it was a good car and good deal I got it for 1500 first day I got it my tail lights didnt work then I had to replace the starter weld the frame back together and new oil filter what could be wrong with it? It always has a bad oily smell now its not wanting to drive even close to decent I was told it could be the oil pressure?

Is CEL on? Could be weak fuel pump or plugged exhaust or engine sensor problem.
