Honda Civic hood latch cable

I have a 96 civic lx, and this morning with the -30 weather, my hood latch handle and cable snapped. I was wondering how I could now get the hood open in order to replace the cable.

Where the release handle hook's up is there inner cable sticking out of the cable housing?That you could grab with vise grip's to release the hood?

No, it seems that it is broken halfway inside the cable sheathing. Any other suggestions?

The way I would do it would be to get a nice sharp pair of cutting plier's/****'s and carefully cut away the cable housing/sheath to get to the inner cable to grab it with some vise grip's and then use them to open the hood.
