Can you tell me things I could check for my tail and lights not illuminating?

I was inspecting my car the other night and noticed when I turned the lights on the tail and dash lights were off. The head lights, front and rear side markers, and breaks are good.

I started checking the fuse, under the hood was ok, but I found slot 13 under the dash was blown. I swapped it out and ran the inspection again and nothing changed. I checked if the fuse was ok and it was blown again. I put in a new fuse and try for the lights again and this time the fuse didn’t blow, but slot number 5 did. Now Every time I switch them out the opposite blows

Fuse no.5 powers the multifunction switch, fuse no.13 powers the headlight switch-you have a short circuit between this switches

Do you think the headlight switch would have to be replaced, because the fuses only blow when I go to turn the headlights on?

Its possible its coming from the H/L switch-it won't hurt to try
