1996 Ford F-150 no power and hesitation

Below 2500 rpm the engine hesitates and surges but above 2500 it runs ok. Haven't done anything yet to the truck.

No check engine light.

Note: I'm trying to find a better help site. Have tried just answer, service was terrible, tried identifix, very expensive but helpful. You all seem to be very helpful, just let me know how much I should donate/pay for each problem. Again, each problem not each question so I will have an idea of how much to pay.

Since the light is on, it becomes a guessing game. I have some questions. First, have you checked fuel pump pressure? When was the last tune up? Have you checked to see if the catalytic converter is possibly plugging?

Drilled hole and checked pressure in cat converted, thats ok. No sure about the last tune up. The fuel pressure is around 52 psi.

Unplugged the map sensor and it runs ok but I think it is in the limp mode.
