I have a 1996 ford escort, and I cant rotate the ignition lock cylinder to the off position to remove the key, can you help?

Either the tumbler is bad or the linkage that goes to the switch is hanging up. To start, try spraying a lubericant in the tumbler (with the key in it) to see if it loostens anything up. If it doesn't, you need to remove the trim on the steering wheel where it meets the dash to see if there is something stoping the linkage.
