Remove the head and remove the broken bolt. Otherwise, you're gonna have trouble. It could possible create a water leak there causing the engine to run hot. You could lose compression which will cause a misfire and eventually a blown head gasket. There is really not other option but to remove tha broken bolt. Even if you have to remove the head again.
