96 Chrysler T&C cooling fan issues

I recently bought a 96 town and country lxi. I noticed yesterday that coolant was pouring out of the front passenger side around the radiator. I also noticed that the fans the previous owner had installed were not running. I checked the fuses, is there a relay somewhere? And if there is where would it be located? The fans dont come on when the ac is on or while driving. Please help

If you have coolant pouring out, then that is where you have to start. Otherwise you will never be able to run it long enough to need the fans. Test the fans themselves by jumping power and ground directly to them and we can go from there.
