How to clean a 1996 Chevy Silverado 1500 Purge Vacuum Diagnostic Switch it has three lines coming from it one has a rubber elbow with no line to it

You can't "clean" a purge solenoid. If that is the issue, it just needs to be replaced.

It's not the purge solenoid it's the purge vacuum diagnostic switch in the line before the purge solenoid.
