1996 Chevy S-10 stuck in 4wheel drive, high

I checked the vacuum actuator and it seems fine and there is vacuum to it. There is a "motor engaging" noise under the truck by the transfer case, but it sounds like something is stuck(obviously).

You should check for codes
As system should store DTC and need a scanner to retrieve the codes
Most likely if I to guess an encoder motor on the transfer case
Check it when you command the switch to a different position

Get the truck onto solid ground. Pavement, hard-packed dirt and back it up a good ways. 50 - 100 ft. Then try and shift out of 4Hi. From what I understand, the axles/differentials will actually 'bind up' tight enough to prevent the actuators from doing their job. This usually happens if the truck had been driven some distance on hard ground/pavement in 4Hi/4Lo.
