At approx. 11:30 am my blinkers stopped blinking. When I engage them they remain solid, no blinking at all. My hazards work fine. I'm trying to learn how to trouble shoot this problem and save having to spend 2-3 hundred dollars.

Check to see if turn signal module is getting power and sending power out purple wire. Then go to hazard switch and see if it comes out of lt blu and dk blu wires. If it goes to hazard switch but not out then that is problem. But I kind of doubt it as you said hazards work.

I am pretty illiterate when it comes to mechanical issues, so this doesn't help a lot. Would a faulty flasher, a fuse, or a single bulb going out cause the issue I am having?

Well a faulty flasher would but that is the flasher module on your car so you may have to take it to a mechanic. A bad bulb would cause it maybe but if your hazards work then i'd kind of leave that out but put them on and see if any bulbs are out. The pic I sent shows the fuse which is located in the trunk. That could do it as well but if fuse blew then you have a short in system someplace. You do have a flasher for the hazard lights but turn signals use the module.
