Power drain on start. Starter already checked and fine. Dash lights all light up when ignition turned on. SWhat might cause this?

Yes the starter works., even replace battery with another battery. same condition exist., all lights in the dash light up . When I step on the break pedal , the horn will go off.

does the motor turn by hand??

It appears to be shorting out. The starter wants to crank but won't. Would a defective pass key cause this situation?
