1995 Toyota Tarago 95 Model Wombat Tarago Injectors Staying Open Filling

I have a 95 model wombat tarago. The injectors are staying open and filling the cylindrs with fuel. I have changed the ecu and still have same problem. Is there something else I can look at that is controlling injectors.

look at the harness for any grounds the harness may have rubbed through at some point from the injectors to the ecu

new or used ecu??
