WHEN DRIVING AND THE ENG GETS UNDER A LOAD IT ...

When driving and the eng gets under a load it jerks, feels like a torque converter/transmission problem. If I turn off over drive the engine speeds up and it does better. The obd 1 code is 42. The speedometer works, and the check engine light is off. I erased the code & drove for 10 minutes. It acts the same but the code did not come back.
code 42 is the vehicle speed sensor, circuit or the ecm.
How can I pin point the problem? Check voltage? If so where and wht wire ir terminal? What should the voltage be? I have not checked any fuses if I need to what ones?
these are evpensive parts just to guess what is wrong.
