Idle is going crazy up and down

This is a toyota camry 1995 4 cyl. Eng. The cylinder head gasket was replaced and now the idle speed rpms goes up and down like crazy also the radiator fan, ignition and check engine lights are not coming on

Re check your work. It sounds like a vacuum leak. If not, the idle control motor may be failing.

Ignition? Please explain.
No check engine light. Check all your connections particularly at the battery. If all are ok, you may have either a bad bulb, blown fuse for the light or a pcm failure.
