How to fix the problem

When the car is off the fuel pump and the engine fan continue to run and the battery dies. When I try to start the car the fan and pump turn off so I get no gas and the car turns ove3r but then immediately stops. I did disconnect the battery and this seems to reset the process. I can then start my car. But when I turn it off then try to turn it on the problem happens again.

The next time the fuel pump does not turn off, remove the fuel pump relay.
It is in th ejoint box which is located under the steering wheel, behind the dash panel and to the left.
