car wont turn over

My car refused to turn over so i went and put in a brand new battery but it still refuses to start. Any ideas on where i should be looking for the problem please?

Its sounds like the starter or neutral safety switch is bad.

Is it cranking over and will not start or just won't crank at all/nothing when you turn the key to cranking position?
