Do you have cruise control? If so, does it work and does it kick out when you tap the brake pedal? If it does, the brake light switch is working and the fuse is okay. The most likely suspect would be the turn signal switch IF you do not have separate rear brake and signal bulbs. If you have the confusing yellow rear signal lights, those are on their own circuit unrelated to the brake light circuit.

If the cruise control doesn't work, or if you don't have it, start by checking for voltage feeding the brake light switch. One wire must have 12 volts all the time, and a second wire must have 12 volts when you push the brake pedal.
