Was informed by mechanic his diagnostic tool not getting a reading but to expect it to cost not less than $700. I'm suspicious. Should I be?

I would question what diagnostic tool he is referring to, 1995 was not an OBDII required year, 1996 was. And $700 for what?

Auto transmission has a glitch when changing into overdrive. Revs out and doesn't engage unless you drop off the excelorator on the change, or put the pressure on. Normal drive is ok.

And what diagnostic tool was employed? $700 for a transmission issue could make me think I should seek more information, maybe another opinion. Just my opinion.
