tps for 1995 honda civic only reading 3.1

When full throttleits brand new just replaced, i tried to adjust and to no avail. i jumped wires and tps 7 code, so i bought new tps and replaced and it reads only 3.1 at full throttle and i tried to adjust, but 3.1 is best

You should have at WOT 4.5 volts
