fuel pump isnt acting right

I replaced my fuel pump,and it works fine when the fuel tank is not mounted to the car,but the car won't start when fuelpump is mounted.

How are you powering the pump when the tank is out?

Stupid internet provider was down again last night. I kept trying to post my ONE reply not realizing every attempt was being stored somewhere. Sorry for the multiple replies and how obnoxious that looks.
