Hi I have a problem with the air conditioning is loaded sealed compressor runs for a short time, however, when you turn on the air conditioner control panel does not start if I could get any tips I apologize for errors in writing but poorly know English I am from Polish yours

This will have to scanned for codes to see if control head is problem or not. A local pro with a scanner can check it.

I have another question about whether air conditioning compressor is running all the time or turn on sequentially every now and then

Normally they cycle so they would turn on and off. Unless it's low on Freon or auto temp control where you set the temperature. Just looking at the diagram which I didn't before there is a fusible link behind battery check that to see if it's blown. I have no pics of it as far a location. But check for 12volts on both sides autoparts have them if it's bad.
