1997 Chrysler Cirrus, replaced fuel pump, fuel filter and fuel [im[ relay, car still won't start, turns over no spark. What else could be wrong?

No, tried the on off method to try and get codes but nothing, no check engine light is on. wondering if it could be ECM?
