Can you bypass A/C and make a belt still work

95 s10 4.3 a/c locked can I bypass it with belt and still make it work.

Yes, you can, there may be a kit with a bracket and pulley that bolts on in place of the compressor, if not just get a shorter belt. Remove the comp. And use a peice of string to measure the length.
