CABIN AIR DOESNT WORK ALL THE TIME

Cabin air doesn't work all the time. Usually when I start the truck it doesn't work at any speed and the speedometer needle drops to 0. Then for no apparent reason the blower kicks in at any speed and the speedometer needle works correctly. I've changed the blower resistor and the fan speed control. When I hook the blower directly to the battery the fan works fine. Any ideas would be appreciated.

Have the control unit scanned for codes and check all grounds on vehicle. Scan for codes for speedo speeed sensor may be bad.
