95 caprice 9c1. temp gauge only reads when the car is shut off. Doesn't read when car is running. What can it be?

Either there is a bad ground somewhere resulting in currect backflowing to gauge or the meter cluster is bad.
Unplug the temperature sending unit wire and if the meter drops, check for bad grounding circuits between engine and body.
