1995 Chevrolet Blazer not backing up

The blazer had some problems backing up thought it was the rear brakes changed them and it would still feel like the back brakes were locking up it would make a stop and stutter to go backwards but would go and now after this afternoon it won't go in reverse at all please any input would be greatly appereaited

Is the trans fluid clean and full? Is the check engine light on? If you safely lift and support the vehicle's rear wheels, and place it in neutral, are you able to turn the rear wheels both frontwards and backwards?
