Its like the starter solenoid engages, but Kicks back out

Just replaced fuel pump. I have power to the fuel pump and juice through everything. But when I go to turn the ignition, the starter won't continually turn over, but it will kick out after a crank or two. Its like the starter solenoid engages, but kicks back out. Is this a resistor bushing and starter relay issue? Or starter? I got the starter tested at autozone, and it came back passed. Just trying to see if you guys know of suggestions before I throw money at this for no reason.

The starter drive is broken probably you'll need another starter. The test they do at auto zone can't test that and what happens is starter starts to crank engine then disengages and all you hear is whirring sound of starter.

Update is. We tried the OTHER key, and it worked. It still intermittently starts. Itll try to crank the first time. But won't. But after the second or third time, it'll start.
