1994 Toyota Corolla air vents

My corollary works wonders when I have it set to the top air vents but when I switch to the floor vents barely any air comes out? How can I fix this? Even when I set it to. Both I get good flow through the top. But barely any through the floor?

There are vent doors that direct air flow. If I recall, they are vacuum actuated on this year vehicle. If there is a vacuum leak, it could cause one of the doors not to work properly. Check that first.
