This car was totaled due to an accident were both dash board air bags were deployed. How difficult to replace them both and best place to order replacements?

Replacement is not difficult but before you do that, you would need to check the wireharness etc and ensure the circuit are all in good condition. The control unit might need replacement as well and such job is best left to professionals. I would not recommend DIY for such jobs.
