Why do my wipers not lower all the way?

No damage or collision issue with the car. The wiper blabes, when the wipers are sgut off, will not lower to the full down position. They will stay in the lower position as if they are on intermittent. On a VERY rare occasion, they will return to the fully lower position when they are shut off.

Usually its a bad logic/wiper motor.

Thanks! Would "logic" on the motor be anything that can be tested?

What it is inside the wiper motor is a circuit that when the wiper motor is shut off it keeps the curcuit open until the wiper gets to rest and stops at the bottom of the windshield.

Check with auto store and see if they even have the circuits. I don't think you can get one. You will probably have to get another motor. You can try getting a used one from a auto yard or get one from a auto store.
