Can low battery cause engine not to start? Lights and radio work fine.

Yes a low or bad battery can cause that does it crank over at all?Or you could have a bad starter.

It cranks but the noise sounds like a rattle snake. I am thinking that it could be battery or starter.

That sound's like a starter but I would test the battery and starter before changing anything.
