How do I disengage my stuck parking/e-brake?

My parking brake is stuck on even when I return it to the off position! It is the type where you pull the handle on the right beneath the steering wheel and twist it to disengage. It wont disengage and I was hoping you could at least give me some idea as to where to start! Thanks!

You need to see if there is something under the truck that is causing the cable to bind.
If there is nothing there then you will need to try to get the drums off of the rear. You can manually adjust the brakes back so the drums will come off if you need.
