Every thing is together but won't crank

Rebuilt engine every thing is together but won't crank over the fan lights on dash are lit up then when you turn key to start the lights go out and there is no sound from starter only from fuses and relays. The starter motor has power to it but the ignition line to it when ignition is. On only puts out. We can jump the terminals on starter to get power through to the ignition wire and the starter cranks over so starter is fine but vehicle won't fire up at all is getting spark to plugs and fuel and timing is set right in the manual book.

Is vehicle equipped with anti-theft system? With ignition turned to crank position, the Black/Yellow wire should have battery voltage. It leads to the clutch switch which outputs as Black/Blue wire and goes to the starter motor.
