1994 Izusu Rodeo loud squeaking sound when I start it

I have a 1994 Isuzu Rodeo that makes a loud squeaking sound when I start it. I just had the engine rebuilt and the mechanic told me that it needed a new fan belt bracket. I checked with the local junkyards and they didn't exactly know what I was talking about. Is fan belt bracket the correct term? And also if I need a new bracket would I also need a new pulley?
