Dim Headlights

About a week ago I noticed that my headlights were dim, very dim, nearly brown looking light. I don't think its the alternator because the car has no problem starting up. I checked the fuses and they are both still good to go. I checked the bulbs and they look good as well. I am unsure of what the problem could be. The bright lights work fine as do the rest of the lights. Any ideas?

Is car equiped with Daytime Running Lights? Need a volt meter measure voltage at headlight

There are no daytime running lights, only low beams and high beams, and the high beams work fine. Is there anything I can look for that might be the problem without buying a voltmeter?
