How can I stop my car from idle surging?

This problem use to only occur during the colder days, but now it is constant. Any time the car is in idle, it surges up to 2000 rpms (up and down, up and down). It stays so wound up that I do not need to give it gas to take off in 1st gear. I worry this might affect my clutch as well?
The IAC valve was replaced several years ago, but the problem still exists.

The IAC is what controls your idle. Check to make sure it is working properly. If the check engine light is on, have the computer scanned to identify where the problem is coming from. Also, check for vacuum leaks.
