The Stop light switch is bad or for whatever reason is not receiving 12v. This switch controls power to the brake lights and to the shift lock solenoid (which prevents you from shifting outof park unless the brake pedal is depressed). Once the stop light switch goes bad you'll not be able to shift out of park nor will the brake light swork.

* Check the brake light fuse first.
* Next check for power to the stop light switch (located on the brake pedal arm [under the dash])
* if the switch is getting 12v depress the brake pedal and check for power on the other wire connected to the stop light switch.
* if no power is present, replace the stop light switch.

Is a stop light switch the same as a brake light switch? Because I replaced that and still won't release out of park
