When I took regulator off it had lots of pressure behind it but stopped there. Could fuel rail be clogged?

What do you mean by this: no reading doesn't move-hook up a fuel pressure gauge to the fuel rail test port and turn key on-what's the reading

Spray some carbuerator cleaner in the throttle body and see if it'll start up-if so injectors are not pulsing-

When you installed the pump, did you make sure you installed the hoses correctly>>

pressure on the wrong side of the regulator would be caused by this.

Does not make sense with no pressure at the port but at the regulator.
