Fuel or electrical problem

94 explorer, changed fuel pump, filter, strainer, sending unit, can't get to rev over 4,000.
Idles fine revs to 3,500 the fluctuates up 3,800.
Any help - what to check or change next? Mike

Yes, I did not put the tank back up into car yet, wanted to make sure it run great first, but that didn't happen.

It's not supposed to rev over 4K in park or neutral. It has a rev limiter.
