Keep replacing brake pads and rotors?

94 dodge b250 front brakes ive replaced both rotors and pads replaced pads twice, when drivers side wear down some you here a rattling sound when tire is in rotation I touch brakes lightly and noise go away, took tire off and spun rotor around and you can see pad moving its getting on my nerves is there anything I can do cant keep replacing pads, alot later down the line I can see going to have to replace rotor again.

Sounds like the anti-rattle clips are missing. Check the red arrow in this photo. If yours are rusted away, you can get them with a caliper hardware kit from any auto parts store.
