1994 S-10, 4.3 Vortex, jumps from OD to Dir. While driving, also while sitting in park will surge about 400 RPM'S, up and down.

The surging is typically due to a vacuum leak. When the engine is still cold, use a spray bottle to squirt water on the vacuum hoses and intake manifold gaskets. If you see the water get sucked in or you notice a drop in engine speed, look closer in the area you're spraying.
